That image shows her in a swimsuit, not in underwear. One can't extrapolate she wears panties based on that, particularly when no white string is visible in her normal outfit.

I know that Danbooru tags what it sees, but since there is no proof in this image that she doesn't wear any, the tag "no_panties" shouldn't be applied to this image.
