Well, the "?"s are going to be filled. I can't imagine we won't see the rest of the Fubukis, for example, but there's a finite number of them, of course. Beyond that, the scope of this image is fixed, so even if tons of non-Japanese ships are implemented, then that would be a matter for another image.
