The original Japanese in that post is in the present progressive, not the past or past perfect. Regardless, the fact that the girls turn out not to have left is irrelevant to the choice of phrasing there.

Not really, because Hoppo believed they were. She happened to be wrong, but that doesn't change what she said before.
