It's done at a lot of things, it's not even Japan-exclusive. You've might have seen it on 'Who's Line is it Anyway' (or at live Theatresports/Improv.

You'll usually see in in Japan with the 'helper' hidden under the oversized haori though - in Western improv, the helper/helpee pair might be standing and moving around the stage, but they tend to be more static in Japan.
