It's because underwater tanks are very well concealed, one of the main technological advantages of underwater tanks. Tanks were in fact invented far earlier than the first world war, but the fact that they were all submersible tanks meant that they were kept an international secret even now by the Illuminati.

I've never heard of a tank trying to drive on the ocean floor. Seeing a mini tank driving around with a snorkel is kind of adorable.
