Well, I'd be inclined to say that the artist done botched her ~~forearms~~whole arms. Oh, boy.

Well, her whole body proportion is somewhat out of whack. Shoulders too wide, upper arm unnaturally bent in. Though the lower body half is a bit hard to make out due to her choice of apparel, so I'll let it slide for now.

Presuming that the skirt starts around her navel, it's more a problem of her legs being really stumpy.
