Well, it's not like they haven't been going outside the IJN at all. Besides, there are only two IJN capital ships left at this point: Shinano and Ibuki, maybe one or two of the Unryuu sisters that had completed hulls but were never fully finished

Well, the new one Yuugumo is most certainly Kishinami, as she with Okinami and Asashimo replaced the numbers of the sunken ships of DD31, and Naganami was the flagship of it.
