She look more like ST AR-15 from Girls Frontline. There are people say she can be Admiral Scheer.

While I agree with the majority that the right will most likely be Blücher considering her resemblance to Hipper, my take is that the right one will be Admiral Scheer, Deutschland's little sister. It's that confident expression of her that got me. Fitting for a successful warship. The left one seems more timid/quiet which I think fits Blücher better considering her short service history. But hey, this is just a loading screen art and maybe it doesn't reflect their personality well. Oh well, only time will tell.
