THey're T-Dolls they were never children to begin with, this seems more like. a transferring of bodies to a child like body, that's designed to reflect them, and perhaps 45 considers the scar on her eye to be symbolic, which I think maybe the case since UMP9 has a scar over her other eye so maybe there's symbolic significance to the character so when she was transfered to this child like body for awhile she decided to add the scar.

Now in Deep Dive we know 45 doesn't get a new body because her current body has important memories on it, but that's not to say she's not willing to temporarilly change bodies so long as she transfers back eventually.

Maybe she did it using makeup. That would be cute.
