Haruna's pretty much the figurative heart of the base. The peaceful relations with Wo and her ilk is only really because Haruna was around to get the ball rolling, for example. You could remove almost any of the other Shipgirls bar Akagi, and it would not have anywhere near as much impact as it would if Haruna was removed.
