They're tagged pants right now but they only appear to reach from just below the knee to mid-thigh, where they're folded down like a shirt collar. missing limb probably doesn't fit here because they're not missing it in the proper sense. We don't have a sirenomelia tag either for the proper medical term.
When we had that problem for less fingers than usual we ended up creating fewer digits, so if there's more posts like that it probably requires a similar action, creating something like fewer limbs or conjoined legs. Though I wouldn't bother if it's just that post and its child.

From what i get from all the Chinese Fantasy/Historical Dramas i watch, they seem more like hanfu dress with winter cape/cloak than a simple japanese hakama.
