because I spotted some posts where they were used for shorts or other bottoms. They could be cleaned up but maybe it would be better to alias them to more general names like hand in bottoms instead?

"Bottoms" sounds awkward and less clear than pants. Even if pants isn't a 100% accurate name because shorts and such are included in the tags I think it's fine to leave those tags as is without renaming/changing them. We already have a number of tags like that (e.g. no_panties is not limited to panties).

Yeah, the awkwardness is a problem. I just never liked having separate shorts/pants/skirts/buruma/whatever tags for every single *_around_one_leg/hand_in_*/*_down-style tag.
