The womb tattoo tag is about a month old now, but I want to ask, is it necessary? Its description seems to overlap with pubic tattoo and stomach tattoo, and most examples of womb tattoo were in fact already tagged pubic tattoo. Is there a use for this tag that wouldn't be served as well by one of the older tags?

A womb tattoo is a design while pubic/stomach tattoos are tattoo locations, so they're not necessarily the same.

Pubic tattoo is what I'm uncertain about. Most, if not all of them, could be considered stomach tattoos.

I feel that stomach tattoos should aim for either more of the stomach or areas on or above the naval, so I don't really think pubic tattoos generally belong under the tag unless the tattoo reaches up to that area as well.

The womb tattoo tag was created recently and its definition indicates it is about the area, so would indeed seem to be redundant with the current pubic tattoo tag. The pubic tattoo tag if necessary can be renamed to pelvic_tattoo if needed (external link - pelvic region area).

That's not how the tag is actually being used, though. Look at post #1753081, post #2220886, and post #2519631 -- the locations are roughly the same but the designs are all different. Those images were all tagged by the tag's creator too, so this isn't a case of multiple people using a tag for dissimilar purposes.

If there are any posts depicting tattoos of, say, an actual uterus, then leaving them tagged womb tattoo would be cool, I guess. Otherwise, the tag is kind of pointless.

I think the point of tags to point out very specific and unique characteristics of a picture. I was unhappy with just a blanket "tattoo" or "stomach_tattoo" tag because they missed the point of what I was looking for. If I search "stomach_tattoo" for example, I'm going to find images of tattoos going around the navel or directly below it.

I'm going to be honest here, I completely missed the "pubic_tattoo" tag and would not mind "womb_tattoo" being folded into that.
