Well, bow includes bowties and normal bows. That is the umbrella tag.

Neckwear Grab ...? This'd cover neckties, bowties, bolo ties, necklaces, etc. and so forth. Basically, anything worn around the neck and pulled by an external force would fall into this category.

imho, those are probably water droplets indeed, probably resulted from splash of beach ball or the girls' feet. the cause of blur is most likely by depth_of_field.
regarding something in movies, the related effects we currently have are bokeh and light_particles. but they don't seem to apply on this case.
