Currently the wiki says:

However the problem arises when you notice that open clothes such as "open_jacket" is aliased to it.
If a person has a shirt underneath the jacket, then adding "open_clothes" to it doesn't work.

So how should this be solved? Simply change the wiki for open_clothes?

Or...? is there another solution?

Yeah that line is just stupid and I doubt many are following it, I suggest just removing it altogether.

Aside from the underwear stipulation, it's also similar to what naked shirt and its sister tags are for. Since those exist, it makes more sense for open_* tags to be used regardless (or only) if something is worn beneath.

With the underwear stipulation, there are a few rather underused tags like nearly naked apron for that. They could be populated, or people could accept that multitag searches like "open_shirt underwear" return the desired results with a modest amount of false positives.

Yeah no, open_* means something is unzipped/unbuttoned. So tags such as naked_shirt etc would not fill this function at all.
