In my opinion they're not really mutually exclusive. Hair ribbon would be the piece of cloth tied in the hair. Hair bow would be the type of knot.
To me, a ribbon is narrower and longer than a bow. So Fujiwara no Mokou's hair accessory is a bow, but Suzumiya Haruhi's is a ribbon. But that's just my opinion...
Where would people put fujibayashi_kyou's and fujibayashi_ryou's hair accessory?
If there needs to be a separation, I prefer jjj14's definition. Unless the decoration is dominated by a long, narrow tail, any piece of cloth flared into lobes I'd consider a hair_bow. Marisa's usual decoration is small, but bow like. It's probaly correct that Only one post has the fujibayashi girls in anything other than a hair_ribbon.

+1. Ribbons can be tied into bows, but bows are not ribbons and not all ribbons are tied into bows.
