I think you're overreacting there, Shadow.

For now, I've edited the OP so it states the thread's for post-deletion requests only. If the problem persists to the point of being disruptive, we can just append "DO NOT POST POOL DELETION REQUESTS HERE", or something else babying like that. ;)

Unfortunately no but it will only affect your limit by 1.5 uploads so as long as you stick to high quality posts and you're careful with not uploading more samples you should be able to earn that back in a week if not a few days.

Question. Is there any himeshima_koukichi tag? Is having a note from the website that expressly said that only by written permission would the author will allow uploading pictures in Danbooru enough grounds for deletion?

I feel he will only permit uploading his works in Danbooru if you e-mail him.

Inform the artist first. If the artist himself wants removal, try sending PM to user​ #1 to discuss this matter. (Related: disclaimer:japanese)

Deletion request thread is meant only for post deletion.

Lots of artists have stuff like that. So no.
