Doesn't this count on the rationale that there's great irony in having flat-chested RJ being the Gwynevere (who is very busty) to the busty Hamakaze's MC (who, while equally possible to be of either gender, is otherwise not exceptional in looks)?

Let's have the commentary decide because I don't think the irony was intentional by artist nor is it obvious at first glance.

1) I find the possibility of the irony being unintentional to be absurd (I mean, seriously, only newbies to KanColle wouldn't know by now that RJ is a magnet for flat-chest jokes).
2) A lot of irony examples I've seen in my life would never be obvious to people who are unfamiliar with the context (in this case, the Dark Souls scene that is being parodied, more specifically the giant character whose role RJ is playing here), so your point on non-obviousness isn't convincing.
That being said, my amateur-ish translation of the commentary is below:
