No. That's the infamous 'spoof' 1 million yen banknote, made by an Osaka company specializing in gag novelty items. It's basically a sticker (like a Post-it note) with the non-sticky side being a parody of the 10 000 yen banknote. Both the 10 000 yen and fake 1 million yen notes feature the same person, Fukuzawa Yukichi. The gag item has him grinning though, unlike the original.
Of course, despite how fake-looking the banknote is, this hasn't stopped people from passing them off as actual currency, and some... less than bright cashiers have fallen for this trick.
