To be sure in blood they were more French, but then Charles I had more Prussian great-grand-parents than British. Nationality wasn't that big a thing back then.
Actually this looks more like an eastern king, or a czar. The artist hasn't written much about this piece so i can't say for sure, but that's what the attire reminds me of.
The crown could be non-western ( I dunno, looking at heraldic coronets --- even for barons shows some odd things ) but I can't see an Ivan in ermine and slashed puff sleeves. And those mail boots look like from plate armour, which is more germanic than eastern.
