Yeah a 9mm more or less drills into a target instead of punching into it like a .45 would. 9mm has no stopping power and less likely to go through some metal objects like a metal tray.

It's Madoka, therefore ripping it out of her hand is out of question.
As for the energy and possibility - how about moving the tray slightly up in the moment of impact, so the bullet's energy is laid over a bigger surface?
