To put it simply, it means, in the case of this story, that the character is displaying knowledge "beyond" what a character in a story should know. Basically, breaking the fourth wall, by recognizing they are animated characters, and displaying knowledge they could only have if they recognized that fact.
NWSiaCB /users/110655 tag:danbooru.me,2005:Comment/1197974 2013-10-11T15:57:09-04:00 2013-10-11T15:57:09-04:00 @DaMattGuy on post #1519753 (kamishiro seren, elza straherz, ujikintoki ginka, mifilinah jegell, and mitsukiboshi genyuu (original) drawn by rakurakutei_ramen)

Mastine said:

Elza seems to be complaining that she gets drawn in the same clothes all the time and Mifi says that's meta?

Yes, the use of meta here is correct, and funny :D

"Meta" is typically used to mean the breaking of a current reality... er, let me give you an example.

In a D&D campaign based on Never Winter; the person role-playing as the cleric, having played Never Winter already, suddenly declares he is going to cleanse the alter because he knows that's what you're supposed to do, even though the cleric as a character would not have any idea yet.
Using such outsider knowledge like that is called "Meta-gaming"

Hope that clears things up.
DaMattGuy /users/383626 tag:danbooru.me,2005:Comment/1197414 2013-10-09T17:28:56-04:00 2013-10-09T17:30:22-04:00 @NWSiaCB on post #1519753 (kamishiro seren, elza straherz, ujikintoki ginka, mifilinah jegell, and mitsukiboshi genyuu (original) drawn by rakurakutei_ramen)

Type-kun said:

Don't think so; see post #1035876

It's possible that was an "early model" of the character - it's not impossible that she was thrown in there without a clear idea of who she was, only to be re-designed when the artist was actually ready to throw her in.

(A "head of the magic guild" type of character will usually be important in a story about magic-users, so I doubt she'd just be left as a faceless nobody forever.)
NWSiaCB /users/110655 tag:danbooru.me,2005:Comment/1197294 2013-10-09T05:19:58-04:00 2013-10-09T05:19:58-04:00 @Type-kun on post #1519753 (kamishiro seren, elza straherz, ujikintoki ginka, mifilinah jegell, and mitsukiboshi genyuu (original) drawn by rakurakutei_ramen)

Delic-k-ious said:

Is this the current director?
