"Meta" is a Greek word meaning "beyond". To put it simply, it means, in the case of this story, that the character is displaying knowledge "beyond" what a character in a story should know. Basically, breaking the fourth wall, by recognizing they are animated characters, and displaying knowledge they could only have if they recognized that fact.

Yes, the use of meta here is correct, and funny :D

"Meta" is typically used to mean the breaking of a current reality... er, let me give you an example.

In a D&D campaign based on Never Winter; the person role-playing as the cleric, having played Never Winter already, suddenly declares he is going to cleanse the alter because he knows that's what you're supposed to do, even though the cleric as a character would not have any idea yet.
Using such outsider knowledge like that is called "Meta-gaming"

It's possible that was an "early model" of the character - it's not impossible that she was thrown in there without a clear idea of who she was, only to be re-designed when the artist was actually ready to throw her in.

(A "head of the magic guild" type of character will usually be important in a story about magic-users, so I doubt she'd just be left as a faceless nobody forever.)

Looks like it might be the current director of the Mage's alliance, but I think we'll have to wait for the next strip to confirm that. Not Meguru though.

Or...she could be moving out of the way since she was standing in the doorway so the new character can get in?

I don't recall Meguru having those stars in her eyes, and Ginka seems unfamiliar with her (or her breasts), so it's probably the new character.

Been a while since I've done this.

Strip 1: The return of Elza's Kimono. Apparently attributed to the fourth wall, Mifi can taste the meta. And then, Elza talks about how the next comic is the 200th...

Strip 2: I have a hard time reading it without a dictionary but, is that Meguru after a makeover? Meguru from the future? Or is it not even Meguru?

Maybe. When I checked the results some days ago the Otomos were fighting for the third place. They got some votes since then, I think Ran as well.
