Probably others down in the balkans, too, so maybe some Civ V designer got confused what with Austro-Hungary being down there or something...</p><p>Still, yeah, White Eagle... I would think Poland before Serbia there, so it is a bit of a weird choice. I think they were running out of colours that suited Austria (Yellow/Black was already taken by Russia, White/Black by Germany), so they probably just gave Austria Red/White because that's their colours now.
