Basic manipulation.
People expecting negatives reactions are stunned when you act nice toward them.
And given Seija is that kind of youkai who prefers being hated, she's even more vulnerable to niceness.

I'd like to add a link to that Aozora Market picture where Tenshi goes to Kourindou and is actually welcomed by Rinnosuke, leading to her being unable to speak.
