I'm gonna go with this (left to right):

First Desk: Ze daughter's. Because Akatsuki always wants to be a lady and most likely thinks a lady is to be in love.
Second Desk: It's a toss up between Hibiki and Ikazuchi. Hibiki always got me as the studious type, always on time and perfect with her assignments. But I reckon her true desk is number four.
Third Desk: Inazuma.
Fourth Desk: See second desk conjecture.
