Someone can, but there would have to be enough images of Mami being a perv for it to count as memetic; and also either varied enough that they can't all be found with a two-tag search, or similar enough that they can be made into a tag instead of a pool (like homu).

I'm not familiar enough with Madoka Magica to say whether or not there should be a Perverted Mami pool or tag; someone else will have to make that call. Compare and contrast the Lonely Mami and Perverted Homura pools, and the not_afraid_anymore and mami_mogu_mogu tags, with the "Pervy Mami" idea to help you make the call.
