What? That's not how it works. Cup size is based on the difference between the band and bust measurements; there are no ratios involved. A woman with a 30in band and 34in bust will have the same cup size as a woman with 36in band and a 40in bust. They may look smaller on a larger woman, but the cup size remains the same.

RE:Comparing them to living people. Medium indicates average. Anime is a constantly evolving art style. In the 70s and 80s, bust size was significantly smaller then it is today. In the 90s, it ballooned to an average I would say is larger then today. What is average for an anime character is a moving target. What is average for a real woman, which anime characters are an idealized version of, is more stable which will tend to create a better definition.

RE: Cup size. You are correct, I brain-farted that it was a ratio when thinking of the two measurments

Anyway, with these comments I've invested far more time in this then I ever intended to.

Your 1,2,4 are very clearly an effect of the clothing further expanding her size. Your number 3 actually proves my point as you can see her chin to forehead area to get a rough idea of the size of face, which if you created a sphere out of it would be roughly the size of one breast in the picture.

Consider further these pictures which show she is not nearly as large as your 1,2, and 4 above suggest and no where near girl 24:

8 is a bit of an odd case that seems out of order to me. Cup size is determined by ratio of bust size to torso size, and 8 looks to be a slightly smaller size than 6 and 7 to me based on the larger torso.

I would tend to disagree on some of these. To use a real life example, Dolly Parton, who has long been held up as an example of very large breasts, would be in the 13-15 range on this chart, well within the medium_breasts category. That makes little logical sense.

I would classify them as follows based on what you can reasonably expect a woman to have on a day-to-day basis:

flat_chest: 1 - 3
small_breasts: 4 - 5, 8
medium_breasts: 6,7, 9
large_breasts: 10 - 16
huge_breasts: 17 - 20
gigantic_breasts: 20 - 24

25 and beyond could be another step up, IMHO, but I'd likely filter out anything beyond 16 and so don't really care.
