Thats why in one of the bad ends for that route, Iilya practically berates Shirou that he was going to (just like Kiritsugu) put the lives of a thousand strangers ahead of someone of personal importance. The answer wasn't just to save who was important to him and screw everyone else, but find a way to keep his Hero ideals without sacrificing himself at the same time.
