The heel will have his opponent in some kind of submission or semi-conscience state, and will be screaming at the ref to "Ask Him!" if he gives up, or is even able to respond (TKO if not). Usually just to build up the "dramatic heroic willpower comeback" when the opponent breaks out.

#WWEFan
Emerald_Acid /users/371913 tag:danbooru.me,2005:Comment/1613203 2016-11-22T12:21:43-05:00 2016-11-22T12:21:43-05:00 @Blue_Trident on post #2549253 (ushio, akebono, sazanami, oboro, and tone (kantai collection) drawn by otoufu)

Paracite said:

That's what I thought, but it does seem to be something related to wresting - so it might be something else.

I don't know a ton about wrestling, but I'm fairly sure "ask him/her" is used when one wrestler has their opponent in a hold, and is telling the ref to ask their opponent if they'll submit. I believe Chris Jericho used it a lot.
Blue_Trident /users/460234 tag:danbooru.me,2005:Comment/1613193 2016-11-22T11:54:39-05:00 2016-11-22T11:54:39-05:00 @Paracite on post #2549253 (ushio, akebono, sazanami, oboro, and tone (kantai collection) drawn by otoufu)

rom_collector said:

Could it be transliterated English from "ask her"?

That's what I thought, but it does seem to be something related to wresting - so it might be something else.
Paracite /users/158201 tag:danbooru.me,2005:Comment/1613187 2016-11-22T11:32:44-05:00 2016-11-22T11:33:24-05:00 @rom_collector on post #2549253 (ushio, akebono, sazanami, oboro, and tone (kantai collection) drawn by otoufu)
Could it be transliterated English from "ask her"?
rom_collector /users/223894 tag:danbooru.me,2005:Comment/1613174 2016-11-22T11:01:20-05:00 2016-11-22T11:01:20-05:00 @Paracite on post #2549253 (ushio, akebono, sazanami, oboro, and tone (kantai collection) drawn by otoufu)
Not sure what "アスクハー" is, google gives me nothing apart from vague pro wrestling stuff.
Paracite /users/158201 tag:danbooru.me,2005:Comment/1613142 2016-11-22T09:42:11-05:00 2016-11-22T09:42:11-05:00 @OMGkillitwithfire on post #2549253 (ushio, akebono, sazanami, oboro, and tone (kantai collection) drawn by otoufu)
One!
