Oh, I just noticed something about that Party. All of the Servants have an Altera CE (except the support Bryn and Altera herself who has her Bond CE instead.) I see this guy is a man of culture as well. Altera is good civilization.

for the top part, i think she saying "our Chaldea finally have a high rank lancer of our own!"
but there just a lot of kanji i not too sure about so i just translated what i could.
probably have some grammar error here and there though.
