If I'm not wrong too, that's how Google Translation translated it when you don't know exactly the meaning.

Naval base does cover the theme better but sorta misses the subtleties of the kanji that make up Chinjufu. Personally I do prefer naval base better because while accurate Guardian Office sounds like a transliteration rather than something we'd actually say in English.
