It apparently is more to be Mutsu than Sendai. While Sendai is a yellow fox, she doesn't have red eyes and doesn't wear glasses. However, Mutsu is missing her iconic hat so either the artist left it out accidentally or deliberately or it's not either of them. You can check this and this for comparison.

the glasses girl might be azur lane's mutsu, as nagato and her often appear together. mutsu wears glasses (though they are much thicker) but this one doesn't seem to be wearing her hat like thing, but maybe he just forgot to draw it.

Apparantly Sendai with glasses. She doesn't wear them in any of her official art, though.
