Didn't see the third_eye_(costume) tag. That should let us find him well enough.

Plus, we've seen Kappa #21 a bunch of times, but he hasn't appeared often enough to warrant his own tag.

Also, we'd still need to know if we should use his proper name or Mizuki_Hitoshi's mixup.
