The impression I got is that they're spare skirts, i.e. not one that were currently being worn by anyone. That they had them on hand is the question that we should be asking, because it implies that this situation happened often enough in the past that they decided it would be more convenient to just keep a few spare skirts in the office.

These new Abyssals are from the southern region, as they stated, while Hoppo is still Northern Ocean Hime. So it seems that Hisamura's Abyssal group is from the northern end which Hoppo being the boss of them would make sense.

First, it's the Abyssals acting like the Admiral is the local boss. Then, she has to give her skirt to one of them.
