As mentioned, this apprentice Santa is an oversized Tonttu, which is the Finnish (and Nordic) equivalent of the Brownie household spirit. Appearance-wise, they look like stereotypical garden gnomes (the lawn ornament kind).

In modern times the Tonttu/Tomte/Nisse is heavily associated with Christmas (with their appearance and motif being conflated with Santa Claus to some degree). They take on a role similar to Santa Claus, but they instead deliver presents directly to children (after knocking on the front door) instead of sneaking around.

The tonttu in Yuureidoushi setting seem to act more like British/American/Canadian Christmas elves, being assistants to Santa. This particular tonttu has been fired (well, put on indefinite leave) by Santa due to her incompetence (not entirely her fault, due to her size getting in the way), but she couldn't read between the lines and decided to continue 'helping' on her own.

So she's Rudolph because she's an unusual tonttu.

And Reiga tried to kill yet another youkai....

In short, this "Santa" is actually an overgrown elf (actually a Tonttu but whatever) who got promoted(?) to assistant Santa (and away from the workshop).
