There's also Warspite, who's even luckier than Beaverkaze (higher starting luck, and also higher luck cap post-remodel). Now if only Jervis (IIRC highest possible luck in-game) is around too...

I suppose they're are going with starting luck here, because Johnston actually has a higher luck cap (but only around half the starting luck) compared to Sammy.
