A ferry would be fine, but something like the SS Anne is treated like an ocean-going vessel. With about three and a half decks thats about $555 million to $600 million dollars.</p><p>Given the region doesn't appear to be densely populated, I don't see how it could survive getting funding in the first place.</p><p>It could be that Giovanni is running a laundering scheme ala the producers, hoping the company goes bankrupt and he can make hundreds of millions on the whole deal.</p>
