For the most part, it is in fact the same person doing it every time under different accounts.

Frankly, none of the Niyah images that have been tagged with loli should have the tag, especially when compared to all the similar images that don't have it. Even looking at the tagging history for them, almost every case is some random person adding the tag, another user with a ton of contribution to the site removing it, only for another random user to add it again.

The loli tag is for characters "appearing roughly between the ages of 3 and 12", it's not for petite girls who appear to be at least teenagers.
