<p>According to the other picture it's only the outer ear is missing, so once the wound is healed and the bandages removes she could hear normally. With this alone she can receive information from the outside world and use any body part to answer 'yes' and 'no' questions, but since her vocal cords aren't damaged she could more conveniently use for example 'uh' and 'uh-huh' to answer questions. That is until she gets a tongue and teeth, since a tongue can be transplanted and the teeth are the smallest problem. There are devices that enable a blind person to see by using the brain, but I'm sure they are currently too expensive, but at least with a fully functional mouth she could communicate normally. First you have to have stem cells. After that, the growing conditions must be right, meaning the cells must be precisely induced in making the correct type of tissue for a given organ (a mix of epithelials, nerves, specific cells, and whatnots), otherwise they will easily turn into useless cancerous cells. Finally there's that ever-present problem of transplantation: you must suppress the immune system of the donor to make the transplant work (of course they must be compatible first). Current levels of Biology (and by extension Medical Science) is not advanced enough to 'make' organs... yet.</p>

And how much do you think all those things costs?</p>
