Staryu can fly(yes, it doesn't make sense. Goldeen probably just jumped. As for Shelder, looks like hes sliding down Milotic's neck.

There isn't water at the level where Togepi is. In fact, the water is at below the Lapras. Maybe you misinterpreted the roof of the gym which has so many bluish points, that seem like bubbles or something. ^___^
