It connects to more apartments than any building can hold. It can be used to travel through time intentionally, but sometimes it gets mixed up and presents time-shifted versions (maybe alternate universes?). Someone has tried to hack it, with unknown success. Not sure what it signifies, but possibly a low, wavering/unsteady tone of voice. I think Gachi Oji-san <em>always</em> uses these bubbles, Carnivore uses them most of the time, and Raccoon uses them occasionally (off hand, the most recent was in the elevator when she was worried at E!Bird's antics).
