I checked again, and it wasn't a SAN points system, but a homebrew spell (Terrible Secret from here) that does damage via a mind-shattering revelation, and is harder to resist for characters with high INT.

It's a meme, but most cats really aren't. The "make a cat jump by putting a cucumber behind them when they aren't looking" meme works apparently because the cat was distracted and freaks out that something (possibly something that looks snake-like to them?) got near them without noticing, but not all cats jump, and they definitely just look at you like you're out of your mind if you just throw a cucumber in their face for no reason and expect them to be terrified of it.

The guy who was holing up in the convenience store and saying that the outside was fake is probably a real person, however. (Otherwise, why bother voting on his fate?) That said, it could just be a different "outside" that one can accidentally go to if one goes to the wrong exit, although it may also be the case that the whole apartment is slipping into a different dimension entirely. (It would also explain why Fennec isn't just grabbing Racoon and leaving when she understands how dangerous everything is - maybe it's impossible to leave this town once they've gotten too far inside, outside of visiting a wish granter?)

Unless he's looking for the wish granter ala STALKER, a likely possibility is that he had a relative that lived in the apartment. The few times he speaks, it sounds like he's seeking revenge against the apartment, and the Minmi news also had the amusing note about how there were more people going missing in this town than there were even people in the town to start with...

The elevator is weird, and even as we slowly learn more about it, it gets more and more strange. It connects to more apartments than any building can hold. It can be used to travel through time intentionally, but sometimes it gets mixed up and presents time-shifted versions (maybe alternate universes?). Someone has tried to hack it, with unknown success. Even when/where? the human EG was still alive, it still operated on the strange coordinate-like system than a sensible floor.

I'm not sure the "fuzziness" of the bubbles has to do with the anomalies, it seems to more represent "manner" of speech since multiple recurring characters use it, Raccoon included. Not sure what it signifies, but possibly a low, wavering/unsteady tone of voice. I think Gachi Oji-san always uses these bubbles, Carnivore uses them most of the time, and Raccoon uses them occasionally (off hand, the most recent was in the elevator when she was worried at E!Bird's antics). The anomalies when in game face mode (IE, given up on pretending they are anything but monsters) have fuzzy bubbles too.

It's entirely possible, as the anamolous otter is explicitly stated to only attack giant otters. although I doubt the anomalous otter is very verbose. It's more likely that Racoon just thought it was another resident and walked past, and A!Otter just ignored her.
