Not understandable at several readings: English local government structure is still more complicated, partially because they shuffle them about and rename them whimsically.

Honestly they aren't *that* hard to use, if you sit down and figure out the combinatorial logic one by one.

Or just cheat and program an EEPROM with the translation tables.
