It's playing at the speed that's set in the gif. However Internet Explorer can't play it at that speed, it's limited to 10 fps, and some other browsers originally copied that behaviour. But now they play it at the right speed, so it appears too fast.

It's the gif that's broken, and the artist didn't notice because browsers would hide the problem.
