But who knows? Maybe Iskander can pop out individual soldiers the way Shirou can pop out individual weapons. And maybe other people can use Shirou's weapons if he lets them.

He can't, sadly. There's one soldier specifically who can leave the reality marble as a messenger (we see him when he's using it to hold off Caster's Noble Phantasm).

However, if you look closely, -Waver- is in there! He gets added to the reality marble after he dies since he's one of Rider's followers.
