Only if you go by launch date instead of laid down date (Akagi was laid down in 1920, while Sendai was laid down in 1922)

Sendai was launched in 1923, while Akagi was launched in 1925 (after Naka was launched). Sendai was commissioned in 1924, before Akagi was launched, while her two sister ships were commissions later in 1925. Akagi wasn't commissioned until 1927.

All the Kamikazi-class destroyers are also older than Akagi by launch date. The first three or four are older than Sendai.

It's an OC named Ling Shalong, according to the commentary. "Myouren Temple Bodyguard." Little unsure about the pronunciation of the name of the follower whose OC this is, 良 could be a million things.

I would say, no, it isn't. The hairstyle doesn't match, the color doesn't match, she's missing her tail, and the weapon isn't the same.

EDIT: no furry ears either

After some rough Google translating, it should be noted there's no mention of Ch'en's name, so I believe that should be confirmation that this is, indeed, not Ch'en. Still no idea who this is, though.
