This is a parody of Gundam Wing episode 25, 7m12s.

Duo Maxwell says the quote "仮死状態に入ってやがるんだ" and the characters appear as they do at the bottom of this comic.

Duo Maxwell and Wing (HxH 2011) have the same voice actor, Seki Toshihiko. There's also the "Wing" connection.

Duo refers to himself as a Shinigami, which explains why Zushi says the final line in this comic.

The scary thing is that kind of thing happens in real life. I know that Hammer is making this a joke, especially since Kasen is normally the kind of person who doesn't do this kind of thing ever, but he is straddling (no pun intended) a really fine line between funny and offensive.
