Probably because of the hair thingies. On another note, Atronachs are more fundamentally elementals than golems, so I'm removing the tag.
Note: atronachs are elementals in Morrowind and later (including Skyrim, so your actions are correct), but in Daggerfall and Battlespire, "atronach" referred to golems, and what are now called "atronachs" were called "${ELEMENT} daedra"

There already is a whole franchise of games where you go around collecting creatures such as Jack Frost, Alice, Slimes, and Pixies, and saving the world (or damning it, if that's your thing).
It's known as "Megami Tensei", it's 27 years old (9 years older than Pokemon), and Persona is part of that franchise (well, kinda. It started out that way, but it seems to be evolving in a different direction)
