I think that is, in fact, exactly the case. There was a recent law proposed in Japan to limit overtime work to "only" 100 hours per month.
Note that's 100 hours of OVERTIME per month. Also, while the articles I read don't mention it, I suspect it doesn't do a thing about the popular "if the employees aren't on the clock then it doesn't count as overtime!" concept that many Japanese companies practice.
Basically, it seems that the issue is that Japanese companies are completely designed around the concept of pseudo-slave-labor with their employees to do more work each day than could ever be reasonably expected. If they let their employees actually only work 40-hour work weeks, they would never finish the stuff they've agreed to finish. They'd have to redesign the way the entire work culture functions, change how they set deadlines, and many other things, in order fix the issue.

Sometimes I wonder if Japanese know how to rest, because I see that even an anime (Senko-san) comes out that says that they are overworking too much
I'm interpreting it as Kouhai meant to send it to Kakyo-san, after Kakyo-san said she couldn't fit into her school uniform anymore, to show that Kouhai can fit into hers but the picture got sent to Senpai instead. Who has now saved it ^^
