It’s a strange alternate world where one of their own is MIA. Adding to this is the fact that the tracker has been separated from Gamby, and is in the possession of an unknown contact.

To be fair, its highly doubtful that Sendai can even face Ch'en head-on. There's also Projekt Red who switches on hunter mode and moves the same way as Sendai does.

Most of them are repurposed A-Dolls, which served more mundane purposes. Also, little late to the show, there's several maids and at least one straight up pirate.
