The thing is, this pretty much all on Reunion's leaders, assuming I've read the story and this picture right. If they had not attacked RI's forces during the Doctor retrieval operation and done the damage they did, RI would not have been forced to make a deal with Lungmen. If RI had not made that deal, they wouldn't be facing RI affiliated operators and the Doctor in the field. If they weren't facing RI operators and the Doctor in the field, they may not have taken the losses they have thus far.

Also, I’m not actually sold on Jeanne. She’s a 5* so she’s beyond the reach of the normal people and her NP requires TWO interludes to become useful. If you ask me, she’s a bit excessive.

Not to mention the whole fiasco with a certain, “protagonist”. As well as running on a platform based on another more popular candidate...

Honestly, I'd say Jeanne is actually comparatively low-maintenance for a five-star. Most of what makes Jeanne useful is her class and her upgraded Noble Phantasm; the only thing you'd want to level for her skills is her stun, and even that's situational.
